It is almost always better to go to HMRC than to wait for an enquiry. In serious cases an unprompted disclosure can be the difference between a financial penalty and an investigation aimed at prosecution. Penalties are lower when the disclosure is unprompted. HMRC also tends to accept explanations where third-party evidence is thin, and in some cases they charge no penalty at all.
Once a full disclosure is in, the fear of the envelope on the doormat should end for those years. That is the point. A partial disclosure that leaves a second problem sitting in the same accounts is how a “voluntary” letter becomes an investigation.
